criticism. many protests, people who say this 287g instills fear in the immigrant community. mistrust. they say that people who are immigrants and become victims of crimes may be fearful of reporting them to police because they are afraid they or family members could be deported. however, chairman corey stewart says the 287g program has helped reduce crime. >> 75% of our population support our program. our violent crime rate has come down. the fact speaks for themselves. >> increased the crime level has decreased. this is actually very, very typical because immigrant people tend to be very, very law-abiding, very patriotic. the crime rate has been falling consistently and continued to fall. it has nothing to do with the

today reporters will be fact checking what the candidates say and live blogging about what president obama and mitt romney say in the response to questions tonight. romney's strong performance gave him a much needed boost. the obama campaign is promising a more energized president is going to be showing up tonight. susan has the latest from hempstead, new york. >> reporter: the president and mitt romney square off here in a few hours in this less formal town hall style debate, the president needs to take control without being too aggressive. mitt romney needs to retain that dominance he had in the last debate and do no harm. >> an upbeat president obama emerged from the virginia resort where he spent the last three days practicing for debate number two. >> how are you feeling about tonight? >> i feel fabulous. look at this beautiful day. >> the president knows he has to deliver. after mitt romney won round one and saw a boost in the polls.

the republican white house hopeful arrived on long island for the debate at hofsta university after. >> governor romney will win, if you want to win that term, by a slight majority. that's all he has to do right now. >> tonight's debate will be town hall style, with 80 uncommitted voters. 11 of them will get to ask their questions on domestic or foreign policy. a few miles away at mario's pizzaria, they will be glued to their tv's. >> i voted for romney. >> you don't think romney is going to beat him again? >> definitely not. no more. he was a little nervous. that's what will happen. >> campaign watchers say the town hall format will present a challenge for president obama. he has to appear aggressive toward romney while not turning off the undecided voters asking the questions. romney has an opportunity to

improve his likeability numbers and show that he can connect with voters. >> as of right now, voters seem evenly split, who they think will win tonight, anita, back to you. >> thank you so much. now each of the candidates are supposed to have two minutes to respond to a voter's question and there is some time for followup. mitt romney will get the first question in the debate tonight. his running mate is campaigning in virginia today. in just about an hour and a half, congressman paul ryan will appear at a rally. earlier, he was campaigning. the most recent polls isn't the commonwealth show the republican ticket has all but wiped out president obama's lead. he held there two weeks ago. romney will be campaigning in virginia tomorrow at tide water community college and idolly park in leesburg. now we want to remind you, 9news is teaming up with our sister publication, u.s.a. today, for complete coverage of

jump out of a moving vehicle. >> this is a very strong, strong woman. she had will and a desire to get away. she did what she had to in this case and leaping from a moving vehicle, we believe possibly saved her life. >> according to police, a short time earlier, the woman had been raped in this parking lot. she had just gotten out of her car after a trip to the grocery store. >> the community helped police identify the suspect, montrel bowie. the victim's friends and family members got to him the next day, before police did. they spotted him around here and when he tried to flee, they chased him a block and a half away. a fight broke out. the suspect was stabbed in the back and suffered a minor injury. >> we asked for the assistance of our community to identify and help put us on the right track of suspects. we never want somebody to take, you know, that into their own hands. we never want them to confront a suspect or confront a violent

offender. >> bowie is beline bars and police are investigating to determine whether the rape victim's friends and family members will face charges. in frederick, andrea mccarren, 9news. >> frederick police have also charged wie with carjacking and kidnapping. an employee is speaking out for the first time since being put on administrative leave for signing a petition to put a same-sex marriage initiative on a ballot. andrea mccaskill is the officer and she wants to be reinstated. she joins us live from annapolis where a press conference was held today. what does she have to say? >> well, derek, this is a horrific time for her and her family. she said the situation has gotten completely out of control and that there is a lot of misinformation. now her attorney said she is not antigay, though she wouldn't say where she stands on the issue of same-sex marriage because it's not

relevant. they want the university to reinstate her to the position of chief diversity officer and we were told that mccaskill signed the petition because she felt it was important to exercise her rights and open up a dialogue on this controversial issue. he has done a lot for the community on her campus. now the university also put out a statement and they said they want to work to bring her back off of administrative leave and they said that they feel like there have been questions about her ability to do her job and answer some of those questions and they hope to move forward and of course, get her off that administrative leave. mccaskill and her attorney said they are cautiously optimistic about that statement. they say their goal, of course, is to get her reinstated. they also say they are looking into their legal options. we'll have more on the story coming up at 6:00. back to you. >> all right, thank you so much for that. and right now, mccaskill

says her goal is to be reinstated, but they are looking into legal action. a former wilson high school cheerleading coach pled guilty to having a sexual relationship with a 17-year-old student. that former coach is pregnant. police say the student is the father of her child. haggans with the coach and an educational aide. investigators say she met the teenager while working as a supervisor at a d.c. you'll employment program. haggins now faces a year in prison. a reston, virginia, man under arrest accused of killing his sister. police say he shot his sister, ruth allen, to death this morning inside his house. allen was 68 and she lived on duran drive. so far, no word on why he may have done it. lesli. >> prince william county

police are on the lookout. a robbery at seven-11. both men burst into the store and they got away with an undisclosed amount of cash. luckily, no one was hurt. prince georges county police are looking for a suspect who used a shotgun to rob a gas station. it happened at a shell gas station of annapolis road in bowie. the suspect then fled after the robbery. again, no injuries. police are offering a cash reward for any information that leads to an arrest. coming up, lesli, a major security scare at the hospital where a pakistani schoolgirl is being treated after being shot by the taliban. >> winds are going to die down tonight. we'll look ahead to our next cold front. a touch of summer on the way. the secretary of state takes the blame for security at the site of the deadly attack

it was a hot topic at last week's presidential debate and it is back in the news today. today secretary of state, hillary clinton, says she is the one responsible for security at the u.s. consulate in libya where the u.s. ambassador was killed in an attack last month. as she tries to set the record straight, republicans are accusing the obama administration of sending mixed messages. danielle nottingham has the latest on that from capitol hill. >> there's still little information about what attacked the u.s. consulate in libya, killing christopher stevens and three other americans. but just weeks before the presidential election, secretary of state, hillary clinton, says she alone is responsible for keeping u.s.

diplomats safe. >> i want everybody to know that we're going to get to the bottom of this and when we do, that information will be public and people will be able to draw their own conclusions. >> three separate investigations are underway to find out what happened. republicans are accusing the obama administration of a political coverup. >> i think it's the responsibility of the president of the united states to know these things and to deal with them, not just the study. >> five days after the attack, the obama administration blamed it on protesters, outraged over an american-made film. later, the administration said terrorists were behind the planned attack. clinton says in the fog of war, there's always going to be confusion. >> everybody had the same information. i mean, i have to say i know there's been a lot of attention paid to who said what and when, but i think what happened is more important. we were attacked. >> a group of republican senators issued a statement praising clinton for accepting

responsibility, but say blame rests with the president and his national security team. danielle nottingham, cbs news, washington. >> and there will be a public memorial for ambassador stevens in san francisco this evening. stevens father says his son's death should not be turned into a campaign issue. lesli. >> anita, thank you. security is extra tight at the british hospital where a pakistani schoolgirl is being treated after being shot by the taliban. the hospital's medical director says authorities turned away two well wishers overnight who were posing as relatives of malala. meanwhile, doctors say the 14- year-old activist is making some good progress in her recovery. >> she is not out of the woods yet. there's plenty that could go wrong. at this stage, we are optimistic things are going in the right direction. >> the 14-year-old is surrounded by teams of medical experts. they are starting to plan for

reconstructive surgery to repair the damage to her head. there was an emotional homecoming today for 70 soldiers just back from afghanistan. the d.c. army national guard unit returned from the ten month long deployment and some of those service members have been deployed. ceremony was held at the d.c. national guard armory. and d.c. delegate was among the dignitaries in attendance. >> and i know your family and the district of columbia, thank god, that each and every one of you who went has now returned. >> that is indeed something to be thankful for. actually, those soldiers got back to washington on sunday, but the ceremony is a day later. they hung out with the family. >> a perfect day to salute and greet them. >> it was nice. below average, but crisp. a crisp, fall day. we're in a nice pattern for a while. not to say we don't have a couple cool fronts, but a nice

sky 9 was over clarksburg, maryland, where an accident sent two people to the hospital. this happened this morning near the intersection of seneca parkway and route 355. two kids were air lifted to children's hospital. two adults were rushed from the scene and ambulances, one of them, with life threatening injuries. police are investigating how it all happened. >> sky 9 captured the aftermath. this one involving seven vehicles in anne arundel county. you're looking at this crash on route 3 near the intersection with annapolis road in crofton. one of those vehicles overturned and caught fire. several people suffered nonlife

threatening injuries. hundreds of people, including vice president joe biden, said a final good-bye to former pennsylvania senator, arlen spector. he had complications. spector was 82 years old. the five-term senator is being remembered as a lawmaker who always voted his beliefs no matter the situation. his final political move was defecting from the political party to win reelection. president obama ordered flags flown at half staff in spector's honor. >> presidential candidate, george mckorn has been admitted to a hospice in south dakota. he is best known for his unsuccessful campaign against richard nixon. his family issued a statement saying it appreciated everybody's concerns and it requested privacy. george mcgovern is 90 years old. amazon is hanging out the help wanted sign for more workers. the online store is hiring

some powerful testimony in the trial of those two prince georges county cops accused of assaulting a university of maryland student. >> this incident happened during a celebration at the

after maryland won over duke back in 2010, matt job low was in the courtroom all day. he joins us to tell us what happened. matt. >> reporter: lesli, no one disputes two police officers used force to subdue a university of maryland student back in march of 2010. what is still very much in dispute is whether that force was excessive. >> two and a half years after a night of celebration in college park turned into a night of violence. prosecutors continued laying out their case against two prince georges county police officers, clearly, the most compelling witness of the day was a former maryland state trooper who testified as an expert witness. officers baker and james harrison used excessive force when they repeatedly hit john mckenna, a university of maryland student with batons. unarmed on the ground. the expert witness said mckenna was not compliant, but not

aggressive. officer baker was justified enforcing mckenna into a wall with a shield. however, according to the expert witness, once mckenna was on the ground, the officers could have, indeed should have, stopped hitting him. >> the defense is expected to begin their case sometime tomorrow. it's not known whether either of the defendants will take the stand in their own defense. lesli. >> matt, thank you. the search is on tonight for a gunman who robbed a student near the university of maryland. police say a group of young men were running along calvert road around 9:30 last night when someone approached them and demanded their stuff. one student gave it over. the gunman ran off with another man and this is the fourth armed robbery in that area in six days. a suspect is in custody for the other three. >> a first of its kind smart phone app that can stop violence and keep students safe is up and running in anne

checking what the candidates have to say, joining me live is paul singer. politics editor. the president has acknowledged he has a lot of ground to make up in tonight's debate. where can we expect him to go after romney? >> more aggressive in trying to draw out details of mitt romney's tax plan. this is an issue that you didn't get into much detail and wasn't very combative during the first debate. he is also likely to bring up 47% issue, trying to make romney apologize for a comment he apologized about. >> what about women voters? undecided women voters can be key in this election as the campaign comes into its final days. what will both candidates go after as far as women's issues? >> we have a new poll out today in the swing states showing that romney has closed the gap with women voters over the past couple weeks. largely, it's on economic issues. you think you might see some conversation about abortion or other sort of healthcare, other

caught on tape, three elephants out for a stroll on a mississippi highway. this is video shot by west hancocks fire and rescue. these elephants aren't homeless, they have jobs. a trailer from the coal brothers circus ran off the road. the trailer had four elephants, one stayed put, the other decided, i'm making a run for the border. a record came along, put the trailer back on the road and

administration started making an annual cost of living adjustment back in 1975. those payments will go up by 1.7% starting in january. but current average payment is $14,800 a year. which breaks down to $1237 a month. the increase will mean an additional $17.30 a month. for comparison, this year's adjustment was 3.6%. one in five u.s. residents depend on some form of social security. a roaring fireplace can be one place to keep warm in the winter, but for those of us that don't have that option, energy bills can start to add up when the temperatures drop. now is a good time to start weatherizing your home. >> when the leaves start to change, homeowners should start to think about how to keep their utility costs low. the department of energy says start with the thermostat. a smart move and investment is to swap out the manual device for a programmable one.

solutions, go to our website, wusa9.com. we have new information tonight about how those two hikers from our area survived in the wilderness at the glaisher national park. neil and jason were safely rescued yesterday after they have been stranded in the wilderness for days. rangers say these guys knew what they were doing out in that harsh and wintery condition they came upon. the men camped for four days at an elevation of 6,000 feet. they rationed their food, and that fire and an s.o.s. made out of logs, that's what caught the eye of the rescuer. >> these guys were prepared for whatever could happen. >> they were prepared and will and survival skills. >> that clearly made all of the difference. there were a lot of people before the 6:00 broadcast who were wondering if they were going to be found. >> that's good. knowledge is important if you go out in the wilderness. >> we had a nice day, a little
